Like all companies which have been permitted to resume operations after a lengthy shutdown due to the Movement Control Order (MCO), the Bermaz Auto Group has to comply with Standard Operating Procedures for the protection of customers as well as the company’s employees.

The safety standards set by the Ministry of Health will be fully adhered to, particularly in the ‘last-mile’ service to customers. To achieve this, Bermaz will provide Mazda Contactless Service where human contact is minimized.

Two ways to get vehicle serviced
Mazda Contactless Service comes with the choice of Collect & Deliver Service or Mobile Service. The Collect & Deliver Service is available at selected service centres via appointment. The location of the vehicle should be within a radius of 10 kms of the service centre. The Mobile Service, available since 2017 in certain areas, brings the service centre to your doorstep but an appointment is required. Before and after service work, Bermaz personnel will disinfect the interior of the vehicle.

Extension of warranty/free service
Understanding that these are challenging times, Bermaz wants to give its customers flexibility so the company has extended its warranty and free scheduled maintenance for those affected by the restrictions of the MCO. The extension accorded will be equivalent to the same period of time as the MCO being in effect.

Virtually all industries and businesses in Malaysia suspended operations on May 18 as the Movement Control Order (MCO) started, a measure to stop the spread of the COVID-19 coronavirus.With the situation improving, the government is allowing resumption of operations of most industries.

Assembly Services Sdn Bhd (ASSB), UMW Toyota Motor’s subsidiary involved in manufacturing Toyota vehicles, is among those that has resumed its assembly operations. It has two assembly plants in Selangor and the newer one at the Bukit Raja Industrial Park commences today. This plant assembles the popular Vios and Yaris models and has been in operation since January 2019. The second plant in Shah Alam, among the oldest in Malaysia, will commence operations on June 9, 2020.

“We are grateful to the Selangor State Government for its decision to implement the CMCO with customised details and understand that it is in the best interest of the state and people,” said Ravindran K., President of UMW Toyota Motor. “With the resumption of operations, we hope to help in boosting the economy and add momentum to the automotive industry and business moving forward.”

As with all companies allowed to resume their operations at full capacity, there are strict Standard Operating Procedures (SOPs) which must be followed. ASSB will fully adhere to these SOPs for the protection and health of the approximately 2,000 employees working at its facilities.

The SOPs include establishing distances of 1 metre or more between workers; regular temperature checks; provision and use of hand sanitizers and face masks; and sanitization of various areas around the plant three times daily. Where necessary, working hours and work flows are adjusted to create a safe environment.

Today is the final day of the special exercise under Gerak Malaysia which has allowed those stuck in other places during the Movement Control Order (MCO) to return to their homes. The MCO, now changed to Conditional Movement Control Order (CMCO), forbids interstate travel but a special one-time provision was made from May 7 to 10 to allow such travel.

Over 500,000 applications were received by the police via the Gerak Malaysia mobile app for approval to do interstate travel. Of this number, by the time the exercise started, there were 226,181 approvals given to motorists in all the states in Peninsular Malaysia. A schedule was prepared with travellers from different states designated specific days during the 4-day period.

Traffic flow has been smooth, and no incidents were reported. However, the police set up a number of roadblocks along the highways to conduct checks. The QR code that was sent to the applicants had to be shown to allow them to continue their journey.

No more interstate travel after midnight today
The interstate travel ends at midnight tonight for the last batch of travellers from Negeri Sembilan, Selangor and Terengganu. However, applications can still be made via the Gerak Malaysia app (or at police stations) for consideration in special cases (eg to attend a funeral) , including work reasons. The Prime Minister today also said that for married couples where the husband and wife are working in different states, permission can also be granted for travel.

However, unauthorised movements across state lines are not permitted and the usual balik kampung journey is not allowed. Nevertheless, things have been relaxed it was also announced today – along with the extension of the CMCO for another four weeks – that visits to homes during Hari Raya will be permitted as long as they are within the same state. Visitors should not number more than 20 at a time and practices such as social distancing (1 metre apart) and use of face masks are expected. Providing hand sanitizers for guests would also be a good idea although many people carry their own nowadays.

As more businesses and industries have been allowed to resume operations, traffic volumes have been rising with people going to work daily.

Gradual relaxation of regulations
The regulations under the CMCO have been gradually relaxed and with many businesses allowed to resume operations at full capacity, traffic volumes on the roads have increased. There is no longer a 10-km limit to travel distance except for areas under the Enhanced MCO where movement in or out is strictly not permitted.

Up to 4 persons are allowed to travel in a private vehicle provided they are from the same house. When the MCO was introduced originally, only one person was allowed in the vehicle. With the current ruling, it makes things easier for people, especially those who may require assistance from others when buying food or other things. It is also beneficial to couples who have been sharing a car to go to work; prior to this change, it was suggested that one person use public transport which incurred extra cost daily at a time when many face financial challenges.

Car companies re-open outlets
Most car companies have received approval from MITI to resume operations and are progressively doing so. They are required to follow Standard Operating Procedures (SOPs) for the protection of their customers as well as staff so things will be different now. Some service centres report an influx of vehicles as they have been overdue for scheduled servicing. Owners are asked to call first to make an appointment and walk-ins will not be entertained. Measures such as social distancing and contactless transactions are carried out at public areas.

The extension of the CMCO until June 9, 2020 may be greeted with dismay by many. Understandably, everyone wants things to get back to normal and the end of the CMCO would signal that. Unfortunately, ‘normal’ is not going to be the same as before and even though the number of persons infected with COVID-19 may decrease, the threat remains and the public must continue to be on guard and be responsible enough to follow the measures recommended by the Health Ministry.

Tomorrow will see the beginning of the special exercise to permit people who have been stuck in other places to return to their homes in the cities. It’s a 4-day exercise with specific days for travelers from different states. It is only for those who want to return to their homes, and not for enjoying a long drive because interstate travel is still officially forbidden under the Movement Control Order (MCO).

To ensure people do not abuse the allowance to travel, there will be roadblocks along the highways and checks will be made on motorists. Although the police had earlier said that there is no need to wait for an approval message after submitting their application via the Gerak Malaysia mobile app, they now say that a QR code wil be sent after submission of particulars through the app. This QR code can then be quickly scanned at roadblocks to verify the person’s details.

The police also say that the mobile app must be updated to a new version. This means that information, especially the town origin and destination, must be entered again. After this is done, the QR code will be sent which signifies approval for travel. So be sure to do this tonight.

For those who have no smartphone access, they can get a document from a police station to verify their travel plans, and this can be shown at roadblocks.

While the exercise is for those wishing to return home, we understand that there are also provisions for 2-way trips. These are cases where, for example, a parent may have to go to another town to fetch children from grandparents’ homes to bring them back.  All family members aged 16 years and older must submit their details separately via the app.

The schedule of travel for the 4 days starting from May 7 as follow:

May 7 (Thursday): travel permitted from Kuala Lumpur to other states.

May 8 (Friday): travel permitted from the states of Perak, Johor and Kelantan.

May 9 (Saturday): travel permitted from Perlis, Kedah, Penang, Melaka and Pahang.

May 10 (Sunday): travel permitted from Selangor, Negeri Sembilan and Terengganu.

Remember that the R&R facilities are closed, except for the toilets, so bring along essentials. Nevertheless, you can still pick up stuff at petrol stations and reload your toll card if necessary. Should you stop along the way, be sure to observe social distancing and not gather in groups, which is not allowed during the MCO.

The 10 km-limit to travel during the Movement Control Order (MCO) period is no longer in force. This was announced by Datuk Seri Ismail Sabri Yaakob, the senior minister in charge of the security cluster who speaks on behalf of the National Security Council, today.

It makes sense not to apply the limit now that businesses are being allowed to resume operations as workplaces for some may be further than 10 kms from their homes. The restriction on interstate travel remains and will continue till at least after Hari Raya since it has already been made clear that balik kampung journeys will not be permitted this year.

The only exception has been in the Klang Valley where the state of Selangor and Federal Territory of Kuala Lumpur have large populations and interlinked roads. Travel across the borders of these two territories has been permitted throughout the MCO period for those with valid reasons.

However, between May 7 and 10, permission is granted for interstate travel for those who have been stuck in other places since the MCO started. The police received over half a million applications for this exercise which will be conducted according to states of origin during each of the four days. Applications had to be submitted using the Gerak Malaysia mobile app and the police have said that there will be no approval message or notice sent to applicants. So if you have made the application properly online, you can proceed on the scheduled day. Should you be stopped at the roadblock, the police will be able to check on your travel details from the Gerak Malaysia app.

Initially, when the MCO started on April 18, the distance that could be travelled was not specified and it was assumed that people would be responsible enough to go to the closest places to their home to get essential items. However, the police began to find that there were also people who took advantage of the allowance to leave home for such purposes, travelling further than necessary.

Roadblock

There were reports from Penang of people from the island insisting on crossing to the mainland to buy their favourite food. The police did not allow that and ordered them to turn around and became stricter in enforcement, inconveniencing the majority who followed the regulation and had valid reasons to travel further.

This led to the imposition of the 10-km limit on April 1 as the first extension of the MCO started. For the majority, the range was reasonable but there were some cases where people requiring specific medical treatment regularly found that they were not allowed to go to their usual clinic or hospital because it was more than 10 kms away. Eventually, an announcement was made that if there were valid reasons, supported by documents, then such an issue should not occur and they could be allowed to do so.

The other restriction has been the number of people in a vehicle. For much of the MCO period, only one person has been allowed in the vehicle, the driver of course. The idea behind this restriction was mainly related to distancing but many wondered what the difference was when you travelled in a taxi with a passenger. The risks of virus transmission would also be there and in fact be greater since a taxi would carry different people during the day. Nevertheless, the restriction remained and some people who refused to follow it found themselves arrested and fined RM1,000.

It is only recently, with the easing of the MCO conditions, that more than one person has been allowed in the vehicle. At first, two persons were allowed but very quickly, this was increased to 4 persons. The condition, however, is that they must be from the same household. The logic behind this is that since they (assumed to be family members) are already in close contact within the home, it should not make much difference anyway being together in the car. This was a much welcome move for parents with children or older folks who needed to go out.

While the restrictions are gradually being removed, it must be noted that the MCO is still on and there are still elements being enforced. Social distancing is one of the important measures so if you are at a petrol station, be sure to stay at least a metre apart from another person. Wearing a facemask, while not mandatory, is also a good idea if you are out of the home. And, of course, frequent washing of hands is important to reduce the risk of infection as well.

UMW Toyota Motor Sdn Bhd (UMWT) has announced that authorised Toyota and Lexus Sales & Service Outlets in its network that are located in areas observing the Conditional Movement Control Order (CMCO) will be open for business from today (May 4, 2020).

The opening of the Sales & Service Outlets will be based on approval and regulations by the respective state governments. This follows approval from the Ministry of International Trade & Industry (MITI).

All outlets have received guidelines for their daily operations which must be in accordance with the Standard Operating Procedures (SOP) issued by MITI. The SOP requires such measures as social distancing, sanitization of premises and contactless payments where possible.

With regards to those vehicles purchased from UMWT or their authorised dealers with existing warranties that are valid and expiring during the MCO period, there will be a 30-day extension calculated from the last day of the MCO (currently scheduled to be May 12, 2020).

To further reinforce the Movement Control Order (MCO) which came into effect on March 18 and will continue until May 12, 2020, Volvo Car Malaysia is pledging its support for social distancing – one of the vital measures to cut the transmission of the COVID-19 coronavirus.

Via an online pledge campaign – the Ramadan Safe Pledge – the company will reward Malaysians who pledge to maintain social distancing with RM10 GrabFood vouchers. The pledge posted by participants will be on Instagram.

The campaign, with its own microsite, starts today and will run till May 23, 2020 (from 10 am to 3 pm daily). For a period of 20 days, Volvo Car Malaysia will give out 10,000 vouchers worth RM100,000.

After confirming that interstate travel will be permitted for those who wish to return to their homes in cities after being trapped since March 18, the police have now released the schedule of travel for the 4 days starting from May 7 as follow:

May 7 (Thursday): travel permitted from Kuala Lumpur to other states.

May 8 (Friday): travel permitted from the states of Perak, Johor and Kelantan.

No approval message to be issued
It was clarified that following the application, which must have all the details required provided, there will be no document or message to confirm approval. Travelers can proceed and should they be stopped at roadblocks along the way, the police will refer to the Gerak Malaysia database which should have their details.

The purpose of allowing interstate travel during the four days is to enable people to return to their homes if they have been stuck elsewhere. With businesses starting to resume operations, there will be many who need to report to their workplaces so they need to get home.

This exercise is not for those who have no approval so don’t try to sneak a drive out in the countryside. If you are stopped and cannot give a valid reason for being on the road, you will be charged for breaching the Movement Control Order (MCO). That can mean a RM1,000 fine and/or time in jail.

Travelers are advised not to gather in groups if they stop along the way and to practice social distancing. This means that they should be at least a metre apart. Unlike some other countries, there is no mandatory requirement in Malaysia to use a face mask when outside the home. However, it would be a good idea to use one and help prevent the spread of the COVID-19 virus.

Remember that besides the MCO, all other regulations related to motorists and motor vehicles are still in force! So be sure to observe the speed limits and do not drive along the emergency lanes. If your journey is a long one, take a break every few hours at a R&R so as not to lose concentration due to tiredness.

Selected authorised service centres in the Mitsubishi Motors Malaysia (MMM) network are now operating after receiving approval from the Ministry of International Trade and Industry (MITI) to re-open after being closed during the Movement Control Order period.

Other than Sabah, one or more service centres in every state is open, and more should resume operations in due course. The list of locations below shows those now operating:

Safety measures for customers and staff
To comply with the strict Standard Operating Procedures set by MITI, the service centres will have the following safety measures for the safety of customers and staff:

» Contactless car acceptance

» Pick-up and drop-off only; customers are not allowed to wait at the premises

» Temperature checks and the use of facemasks for all customers and staffs

» Hand sanitizers available at the entrance of the service centres

» Vehicles sanitized before return to owners

Interstate travel – forbidden since March 18 – will be permitted on May 7, 8, 9 and 10, 2020 to allow those who have been stuck elsewhere to return to their home cities. The announcement comes after the police received some 500,000 applications via the Gerak Malaysia mobile app. The police will prepare a time schedule for travellers to follow. Originally, the travel dates had been tentatively planned for May 1 – 3.

Speaking at the daily briefing, Datuk Seri Ismail Sabri Yaakob, the senior minister in charge of the security cluster who speaks on behalf of the National Security Council, said that he hoped employers would understand that some of their employees might not turn up for work yet as they have been stuck in other cities. They will have to travel according to the schedule drawn up by the police.

R&R
Those who will be travelling on the highways should note that all facilities at the R&Rs are closed but toilets will be available for use. Petrol stations will also be operational so you can still pick up essential items at their convenience stores and reload your tollcard.

Meanwhile, the Inspector-General of Police, Tan Sri Abdul Hamid Bador, said that the number of roadblocks will be reduced from May 4. This will allow the personnel focus on preventing the entry of illegal immigrants and smuggling activities.

However, as the Movement Control Order (MCO) is still in force until May 12, the police will continue to monitor all activities to ensure social distancing is followed. The IGP stressed that the conditional MCO  requires people to observe the Standard Operating Procedures during their activities now they are allowed more freedom of movements.

With easing of restrictions under the MCO, service centres are resuming operations.

Easing of the restrictions of the MCO from this Monday will see many businesses resuming operations. Car companies have announced that their service centres have been given approval to operate at full capacity to provide aftersales services. However, customers are required to make appointments in advance and observe certain procedures such as social distancing when at the premises.

No vehicle sales can be carried out as the showrooms must remain closed until further notice. In any case, even if a vehicle is ready for delivery, it cannot be registered as the JPJ is not doing so at this time. Although it resumed operations on April 29, the services available are only for commercial vehicle operators.
