In a significant ruling, the High Court has found the Malaysian Road Transport Department (JPJ) negligent for failing to maintain accurate vehicle registration records. The case was initiated by a doctor who unwittingly purchased a cloned 2013 Toyota Vellfire three years ago.

According to FMT, the doctor sued the Penang JPJ director, the JPJ director-general, and the federal government after JPJ seized her car 10 months post-purchase, claiming that the chassis and engine numbers had been tampered with.

The court has awarded Dr. Hema Thiyagu RM139,000 in damages, equivalent to the car’s purchase price, after determining that JPJ had breached its statutory obligations.

In her suit, Hema alleged that JPJ failed to explain how it did not detect tampering during her vehicle’s registration process. Her lawyer argued that JPJ was negligent in permitting the registration of the car’s chassis and engine numbers under a different vehicle.

Justice Anand Ponnudurai, in his judgment, stated that the JPJ director-general is responsible for maintaining an accurate vehicle register, particularly for cloned cars. He noted that JPJ should have promptly seized the vehicle upon discovering it was cloned.

He further pointed out that JPJ had evidence suggesting the Vellfire might be cloned as early as December 6, 2019, but took no action. Consequently, he found the Penang JPJ director and the JPJ director-general to have breached their statutory duties.

As a result, Dr. Hema was awarded RM139,000 in damages and RM10,000 in costs, to be paid by the federal government.

The police are set to initiate the second phase of Op Hormat (Respecting Traffic Regulations) in the federal capital, Kuala Lumpur. This two-week operation aims to ensure that city residents adhere to traffic laws and regulations. Kuala Lumpur’s police chief, Datuk Allaudeen Abdul Maid, stated that this operation is a follow-up to the positive feedback received from the earlier operation conducted in July.

The primary objective of Op Hormat is to enhance safety, orderliness, and compliance with regulations in Kuala Lumpur, particularly concerning parking, traffic lights, signages, and other traffic-related matters. The operation will focus on reducing obstructions during peak hours in the morning and evening at 16 key junctions in the city.

Roadblock

According to Bernama, approximately 1,000 officers and personnel from the police, Road Transport Department (RTD), Kuala Lumpur City Hall (DBKL), and the Department of Environment (DOE) will collaborate to carry out this operation. Some of the affected junctions include Jalan Tun Razak / Jalan Ampang, Jalan Tun Razak / Jalan Semarak, Jalan Raja Laut / Jalan Sultan Ismail, Jalan Bukit Bintang / Jalan Raja Chulan, and Jalan Imbi / Jalan Sultan Ismail.

Mercedes-Benz Malaysia has unveiled the locally-assembled GLC, building on the success of the earlier launch of the Mercedes-Benz GLC 300 4MATIC. This locally assembled GLC is produced at the brand’s production facility in Pekan, Pahang.

The new GLC boasts the signature Mercedes-Benz SUV design, with the AMG Line variant adding a sporty touch to the exterior. Its body features a seamless surface with defined edges along the sides, emphasizing the proportions and muscular wheel arches while maintaining elegance and off-road capability.
